official traveling with panetta says 20,000 to 30,000 pages of epail and other documents from general allen's communications with kelley are under review. the official says general allen disputes engaging in any wrong doing in the matter. the fbi referred the matter to the department of defense for investigation on sunday. early this morning secretary panetta directed that the defense department's inspector general investigate. last night fbi agents went to the home of biographer paula broadwell, the woman government officials say petraeus acknowledged having an affair with. a senior law enforcement official tells nbc news the search was consensual and not a raid. the "washington post" reports that petraeus had hoped to survive the scandal but was told to resign by national intelligence director james clapper on election day. it was nbc's andrea mitchell who broke the petraeus story and she has more. >> mrs. kelley, how are you doing? >> reporter: we learned what was in the harassing e-mails to jilt kelley, the family friend who volunteer work for military families at mcdill air force base

out and panetta is set to go out. can this administration handle that much emptiness so quickly? >> that's a good question, too. one likes to see absolutely no turmoil. i spent a lot of time in the banking business, and the way people made money was if there was turmoil. when things are quiet, they're much better for the average person, much more difficult for somebody who is trying to make money. what we don't want to see in government, particularly at a difficult time, is turmoil. under normal circumstances there is usually a change in the guard in the middle between the two administrations, the first and the second. frequently there's a change after two years and we're liable to see this again in the normal course of events. the president sometimes likes to change his team. this is an instance when a secretary of state said, i'll wait until you get somebody else and get him confirmed, but i'm leaving. a lot of other people will do the same, only because that's a standard. it's tiring to be in that business at the top of the apex. this is no different in that regard. the diffi

finding a replacement for defense secretary leon panetta, finding a replacement for secretary of the treasury tim geithner, all of whom, geithner and clinton, have already said they want to leave. it was reported on friday i believe on andrea's show that lee on panetta might want to go. when you have all of those people who are in senior positions within the administration all needing or wanting to go at the same time, having the cia director resign is not the optimal thing to have happen. >> as the late robin harris said, if you have to go, you got to go but going at this time simultaneously is problematic. in light of the fact that panetta and petraeus were seen as outsiders, they weren't organically grown from within, they didn't involve themselves over the years in the organizations they led, that was already a problem. this obviously at the very least is a major distraction at a time when the president needs to be focused on a crucial moment of negotiation with congress on the fiscal cliff with everything from tax revenue to military spending at the state. it seems to be

viqueira at the white house, there's been speculation that leon panetta was expected to be replaced at defense. how much does this now complicate matters for the president? >> a good question. i think that specktation continues. obviously, we're talking about a lot of different positions if you want to talk about cabinet agencies in the second term. obviously secretary of state clinton this, some sitting senators who have been known to harbor some ambitions for some of these cabinet positions, where they end up, a big parlor game there. i think just at first blush they're going to take their time with the cia posting. i don't know if it directly affects what leon panetta is going to do. obviously, leon panetta has a lot of institutional knowledge hague not only served at the white house and in congress but as the dci, director of central intelligence before moving over to the defense department. so all of that very much up in the air. i would imagine that they're sort of going to stand pat where they are with by all accounts a very competent individual, the deputy director stepping

panetta, the defense secretary, said there was a responsibility on the part of the fbi and the cia to keep congress informed and we know that there are hearings on libya beginning this week. this would seem to sort of -- this is going to somehow, i would imagine, filter into those discussions as far as the transparency here, whether congress should have been more engaged on this, whether this should have been an investigation and the soorrt of political repercussions. >> the last part is key here. there's a lot of sort you of know interesting and salacious stuff but it does raise the question of when you found out, when the investigators found out what was and probably wasn't involved here, why did they pursue this? why did this become the major scandal it's become when it really is only apparently about sex and e-mails and sort of, you know, tawdry communications between them. at the same time, obviously there will be, you know, there already have been complaints from republicans in congress, some outcry there, but i don't think at this point -- i think this qualifies as a distraction for

, aides to defense secretary leon panetta disclosed a dramatic turn in the petraeus case. fbi investigators uncovered what the pentagon called potentially inappropriate communications between the general and jill kelley whom he and his wife got to know in tampa and were reviewing between 20,000 and 30,000 pages of documents. including e-mails over two years. officials say some were flirtatious, but the general strongly denies an improper relationship. the fbi discovered the e-mails during its investigation of kelley's e-mails sparked by her complaints about anonymous threats which turned out to be from paula broadwell. they say they found no wrongdoing by general allen but turned the files over to the pentagon which monday ordered its inspector general to investigate. a social link between the two four star generals, jill kelley, who enjoyed socializing with the powerful in tampa while doing volunteer work for military families. she also gave people the impression she had some kind of state department status which officials say she does not. in fact, last weekend she called po
